State agency employee seeks information on staff development models from California State Library

An employee of the Employment Development Department (EDD) recently sent the following request to the CSL Blog via the Contact the State Librarian tab:

I have been tasked with developing two models for identifying staff development.  I need to know if you have any literature on how to design models and possibly models for human resource development and/or training?  Or, possibly something developed either by the State Personnel Board or the Department of Personnel Administration which would be specific to state employee staff development.  Otherwise, any materials in creating models would be helpful.  Thank you so much.

Vera Nicholas, Senior Librarian at the California State Library, sent the customer this response through which the customer said Nicholas was “extremely helpful” :

Are you familiar with the California Network of Learning Professionals (CNLP)? It is an organization of California State government trainers and they have a website at www.statetraining.ca.gov.  On this site is also a link to the CNLP Forum (look in the sidebar to the left of the screen.)  You will find lots of information on website and the Forum that may lead you to the answer to your question.  Looking at the websites of some of the Associations may lead you to a model and exploring some of the Best Practices may do the same.  It was here that I found the DPA document called Workforce Planning Model:
